Tauranga Mayor resigns with fiery speech slamming council

Tauranga's Mayor has resigned with immediate effect, in a fiery speech to councillors and members of the public. Tenby Powell slammed what he called the 'historical legacy of councils which are essentially old men's clubs'. He leaves behind a deeply divided city council which he'd like to see the government step in and fix. Katie Todd reports.
