Confusion reigns as NZers enter Melbourne from NSW, NT

Bubble bursting Kiwis in Australia are causing confusion and upset, as Victoria Premier Daniel Andrews continues taking swipes at the Australian federal government over its safe travel zone with New Zealand.

New Zealanders are using the one-way bubble with New South Wales and the Northern Territory as a way of getting into other states, such as Western Australia, Victoria, Tasmania and late this afternoon - South Australia.

South Australia's Premier Steven Marshall says five New Zealanders have travelled on to Adelaide - despite the state not being part of the travel bubble.

They have been forced into a hotel quarantine after arriving on flights from Sydney.

There are no clear rules stopping New Zealanders travelling on to Victoria, but Premier Andrews has expressed disappointment at the visitors arriving.
