Frustrations boiled over in Christchurch today - as city councillors bailed out the botched Town Hall repair project again. Council voted for another equity injection of up to $12 million in order to complete the repair. The repair bill for the hall - which hosted last night's leaders' debate - was set at $127m. But $164m has been spent so far.
