Health Minister responds to Ombudsman's report on 'degrading' conditions in mental health care

Health Minister Minister Chris Hipkins was asked if its "good enough" that two DHBs are in breach of the UN convention against torture and degrading treatment, due to conditions at its mental health secure units.
