The Director-General of Health insists there's been no testing failure for staff dealing with arrivals at the border and in quarantine facilities.
There are nine new cases of Covid-19 today in the community, all believed to be linked to existing clusters.
But while Dr Ashley Bloomfield says officials are confident the virus re-entered via the border, he has admitted they may never know how that happened.
