Victoria considers tougher restrictions as Covid-19 cases rise

New cases in Victoria continue to bounce around, as the state considers tougher restrictions, even for those in lockdown in Melbourne.

There are 275 new cases in the state, down from more than 360 on Monday. Meanwhile, a judicial inquiry has begun into Victoria's hotel quarantine programme.
