The state of Victoria has recorded another 66 cases of Covid-19 today. The number of active cases in the state is now at 442 - and 23 people are in hospital. A lockdown is in force in more than 30 suburbs as the state tries to get a lid on its surge in infections. But some are refusing to be tested, as our Worldwatch reporter Annabel Reid explains.
