Should they have been there? That's the question many are asking in the wake of the tragic eruption on Whakaari White Island which has killed at least five people.
The island's alert level had recently been raised from a Level 1 to a 3 out of 5, but that wasn't enough to stop tours heading over, and allowing people to walk into the crater.
