Farmers have until next winter to clean up their act when it comes to winter grazing, or face beefed up regulations.
It follows the release of a damning report by a government appointed taskforce which found cows are often confined to small spaces, which are easily trampled into a muddy quagmire, leaving them without dry ground to sit down on or even to give birth to calves.
