Penalties no deterrent for exploitative employers – migrant workers’ advocate

Fines and penalties for exploitative employers are not big enough to act as a deterrent, Migrant Workers Association secretary Anu Kaloti says. She told Lisa Owen she's seen a worrying rise in cases from liquor stores recently.
