$150 fine for no seatbelt in carpark

Hutt City councillor Chris Milne is incensed at a $150 fine given to his wife, for driving without a seatbelt in a council-owned car park. Police won't say if they're targetting drivers in car parks - but Mr Pine says they clearly are.
