Bougainville remains unhappy with the Papua New Guinea government and may seek to bring in a moderator to overcome their concerns.

This follows the PNG Minister of Bougainville Affairs, Manasseh Makiba, announcing that the national government would require an absolute majority - two thirds of MPs - for the acceptance of the Bougainville referendum on independence.

The Bougainville Minister of Independence Implementnation, Ezekiel Massatt, says this is nonsense.

He says it has hamstrung officials from both sides and the Joint Consultative Body, or JSB, meeting of the two governments has had to be delayed from this week to the end of the month.

Attempts by RNZ Pacific to reach Mr Makiba have not been successful, so far, but Mr Massatt told Don Wiseman about his concerns.
