Beijing in talks with Kiribati and another Pacific country

The Financial Times reports a U.S. intelligence official says Beijing is in talks with Kiribati and at least one more Pacific Island country over an agreement that would cover much of the same ground as that with Honiara. But, Kiribati's foreign affairs secretary Michael Foon denies this.
