An advocate for political reform in the Cook Islands says the country's dysfunctional system needs change.
Former politician, Iaveta Short, has written a new book, called, 'False Dawn in Paradise.'
The title is a reference to the collapse of the Albert Henry administration in the 1970s when he was convicted of fraud and stripped of his knighthood.
In 1998 Mr Short, with Professor Ron Crocombe and John Herman, made a series of recommendations but, as he explained to Don Wiseman, few were acted on and the problems are worse now.
