PNG gun buyback proposal not the answer, says former army head

A former Papua New Guinea military commander says a proposed gun buyback scheme would be counter-productive.

PNG's Police Commissioner David Manning says he wants to implement the scheme to ease the proliferation of illegal firearms in the country.

But Major General Jerry Singirok, who worked on a 2005 UN sanctioned Gun Control Report that's yet to be tabled in Parliament, says the proposal is not the solution.
