A Papua New Guinea NGO worker says opportunities must be created for the population in order to counter the country's nagging crime rate.

Last week PNG's police commissioner, David Manning, said he was concerned about worsening trends in law and order in the capital, Port Moresby.

He was commenting after two people died in a clash between police and residents at a settlement when officers went to look into illegal alcohol sales.

A local civil society worker, Esther Igo, told Johnny Blades that a number of factors are driving people to resort to crime.
