The Cook Islands Court of Appeal has upheld the claim by the chiefs' body, Aronga Mana of Te Au O Tonga, and the environment group, Te Ipukarea Society, opposing the government's purse seine fishing plans.
Both groups had challenged the government's partnership agreement with the European Union, which allowed EU purse seiners to fish in Cook Islands waters.
They had challenged last year's High Court ruling in favour of the government.
