The American Samoa Legislature appears to be keeping down its spending during the first six months of the current fiscal year .
The Fono's approved budget for 2011 stands at $6.13 million, but at the end of last month the Legislature has spent $3 million.
That leaves another $3 million for the rest of the fiscal year, which ends in September.
In past fiscal years, the Fono had overrun its budget.
