Amnesty International is calling for a transparent investigation into a video, which appears to depict police or military officers in Fiji beating two men.
Police say investigations are underway into the video which was posted online.
The nine minute video shows a man handcuffed in the back of a ute being beaten with rods, while another man is on the ground being set upon by a dog.
Amnesty says it is attempting to verify claims the video was taken last September and shows escaped prisoners being mistreated after being recaptured by the military.
