Melbourne Lord Mayor Robert Doyle has won a second term with about 40% of the primary vote.

Mr Doyle, a former leader of the Victorian Liberal Party, said his priorities would be safety in the CBD, liveability and planning for growth.

"I want to make sure that over the next four years the city is better positioned in each of those areas," he told ABC TV on Sunday.

After distribution of preferences, Mr Doyle won with 52.42%, followed by the Greens with just over 25.07%.

AAP reports the Doyle team is expected to control at least five of the 11 seats on the council.

Counting was continuing on Sunday night.
