Prime Minister Xanana Gusmao of East Timor says his party will form a new government with two minor parties.
Mr Gusmao's National Council of Timorese Resistance won 30 seats in a general election last weekend, three seats short of of an absolute majority in the 65-seat parliament.
He has ruled out a grand coalition with Fretilin, the main opposition party which won 25 seats.
The Supreme Court will announce the official result on Tuesday.
