The United Nations refugee agency says 54 people died while trying to sail from Libya to Italy in an inflatable boat.
The only survivor said the other passengers died of dehydration during the 15 day voyage.
He told officials they nearly reached the Italian coast but were driven back by strong winds and the boat began to deflate.
