The Auckland Council wants to help local iwi become an economic powerhouse.
In its draft economic development strategy, the council says assets returned through Treaty of Waitangi settlements will boost Maori development in the city.
It aims to support Maori economic aspirations - and one strategy would be to jointly provide training and employment schemes.
The council says there are significant opportunities for working with tribes on certain areas - including tourism and exporting.
It says stronger links to science, innovation, research and development will also provide opportunities to grow the Maori contribution to Auckland's economy.
It notes that with 18 iwi in Tamaki Makaurau, there's room to develop opportunities for visitors to experience Maori culture and marae stays.
The council is now taking public submissions on its plan.
