The spectrum debate was discussed at the annual Maori IT meeting in Auckland this week.

In this year's budget, $30 million has been allocated into the Maori ICT Development Fund.

Mr Royal said that fund did not mean the concerns about spectrum ownership were over.

The crown had turned it into a property right, which begged the question of how it knew it was without consulting Maori, he said.
