The deadline for submissions on proposed changes to New Zealand's animal welfare system closes on Friday at 5pm.
The Government is planning a national animal welfare strategy for the first time.
It will also change the act to give it more teeth, clarify the way it operates and make it easier to enforce.
A key part of that will be replacing the large number of codes that set minimum standards for animal welfare with a combination of regulations and guidelines.
Rules covering live animal exports and surgical procedures for animals are also being reviewed.
