Members of the ACT Party caucus are supporting leader Don Brash and his right to call for debate on the legalisation of cannabis.
Dr Brash's comments in a weekend speech on law and order have been rejected by the party's Epsom candidate John Banks.
But deputy leader John Boscawen says he says he is happy to listen to the arguments and says Dr Brash made it clear in his speech that decriminalising cannabis is not ACT policy.
ACT MP Heather Roy says she would support a review of the laws around cannabis because the policies in place now are not working.
Meanwhile, Mr Boscawen is standing by his decision to leave Parliament at the November election.
Mr Boscawen's announcement at the weekend that he would withdraw from the party list came as a surprise to caucus colleagues.
He says Dr Brash's speech was not a factor in his decision and supports his leadership.
