The Government is being urged to cut the red tape involved in allowing a wider variety of DVDs to be sold, viewed and rented.
Minor movies and TV series cost about $1200 to be assessed by the Office for Film and Literature Classification.
Aro Video in Wellington says each title needs to be classified, so buying and renting a lot of such DVDs costs too much.
Owner Andrew Armitage says New Zealand could easily adapt ratings put on DVDs by countries like Britain or Australia.
He says negotiating a waiver of two thirds of the charge is overly bureaucratic, and still makes getting many titles too expensive.
The Government has no plans for change, but says it's aware of the issue.
