A parliamentary select committee has recommended that changes to the licensing scheme for security guards be introduced sooner than planned and in time for the 2011 Rugby World Cup.
The Private Security Personnel and Private Investigators Bill updates the law in an effort to ensure that only suitable people are employed in the industry, and to make sure the regulatory regime is run properly and enforced.
Parliament's Justice and Electoral committee has recommended a number of changes.
It says that new requirements for crowd controllers and personal guards should come into force at the start of June next year, ahead of the New Zealand-hosted tournament which starts in September.
