Pressure is mounting on the Government to grant across-the-board pay rises to public servants.
Non-sworn police personnel are considering ratifying an increase of 2%.
The Public Service Association says the rise for civilians who work for the police has to be the basis of increases in other state sector departments and agencies.
However, Finance Minister Bill English says there is no reason why the pay rise for sworn and non-sworn police personnel should influence other wage negotiations.
He says police will not receive any extra funds to pay for the wage increase.
The Government is adamant that it does not have the money for pay rises.
At a conference of the Council of Trade Unions on Wednesday, Prime Minister John Key said the Government is already borrowing heavily to maintain services and it cannot afford to do more.
