Corrections Department chief executive Barry Matthews believes the Minister of Corrections has confidence in him.
Minister Judith Collins refused to express her confidence in Mr Matthews after a highly critical report into the way the department manages offenders on parole.
Ms Collins has asked the State Services Commissioner to examine who is accountable for the failings.
A report is due to be released on Friday.
Mr Matthews, who has said he intends to stay in his position, told the Law and Order Select Committee at Parliament on Wednesday that he is confident the report will be fair.
He said he believes Ms Collins has reserved her judgment of his performance until the report is released.
