The Government has ordered a review of New Zealand's aid agency, NZ Aid.
NZ Aid oversees an aid and development budget of $480 million, more than half of which is spent in the Pacific.
It is currently a stand-alone agency, run under the umbrella of the Ministry of Foreign Affairs and Trade.
As part of the review, its functions and 200 personnel in New Zealand and overseas, may be brought back into the ministry.
Minister of Foreign Affairs Murray McCully also wants a review of an over-riding goal of poverty elimination in favour of economic development, saying the current goal is too broad.
A spokesperson for the ministry says no decisions have been made and a report is due later in the year.
Oxfam New Zealand says the very poor will miss out if the aid agency is brought back into the ministry.
Executive director Barry Coates says such a move would tie aid to a political agenda without getting help to the poor.
