The Government will not delay the implementation of the new Copyright Act despite concerns from internet service providers and internet users.
The Act was rewritten last year to deal with digital technology and comes into force on 28 February.
Internet experts have urged the Government to repeal Section 92A, which requires internet service providers to disconnect clients accused of illegally downloading copyrighted material.
Commerce Minister Simon Power told Parliament on Wednesday the Government was mindful of public concerns about the provision.
But he said he has confidence "at this stage" that discussions between industry members will produce a code of conduct.
Mr Power said the Government will do everything it can to implement that code.
