Cabinet to be sworn into office today

Ministers in the new Government will be sworn into office on Wednesday morning.

Governor General Anand Satayanand will conduct the ceremony at 11am at Parliament because Government House is being refurbished.

Fourteen of the National Party Cabinet ministers are first time ministers.

Also being sworn in are eight ministers outside Cabinet: three from National and five from ACT, United Future and the Maori Party.

Trade Minister Tim Groser and Foreign Minister Murray McCully will have their ministerial warrants signed by the Governor-General while they are en route to a meeting of APEC meeting in Peru.

They will be sworn-in on their return.

John Key leaves for the summit on Thursday, leaving his deputy Bill English as acting Prime Minister.

No money

Mr Key says he will use the Cabinet's first meeting on Wednesday afternoon to warn ministers there is no money for new spending.

He says ministers will need to make savings if they want to spend outside of the $1.75 billion already committed - mainly for health and education.
