The Electoral Commission fears a low voter turnout could continue at this year's general election.
In 2011, just 69 percent of eligible voters cast their vote - a 30-year low.
Chief Electoral Officer, Robert Peden, said in the United Kingdom, a 64 percent turnout is considered good.
But he said New Zealand can't afford to reach that low point, as it would threaten the credibility of the voting system.
The Commission's research shows more non-voters than ever before say they don't feel like their vote is worth anything.
Mr Peden said the Commission is launching a television campaign this
weekend, using real people speaking about why voting matters.
