Internal Affairs Department chief executive Colin MacDonald says recent Government digital archiving projects have not kept up with developing technologies.
The Active Archives project, which includes moving the Treaty of Waitangi other historial documents a new, purpose built facility, is not meeting its deadlines.
Last week the final phase of another project, the Government Digital Archive, was stopped.
A review is being carried out into the delivery of both programmes.
Mr MacDonald says the plans to digitise records were made four years ago and do not reflect new technologies.
Labour says the plan to move the Treaty is a waste of taxpayer money.
