The Newmarket Business Association says failure to include Newmarket in Auckland's 30-year plan is an abdication of leadership.
The Auckland Plan proposes a transformation of the inner city and waterfront, areas of higher density living and a drive to boost the economy.
Newmarket is the second largest commercial district in Auckland, but is not mentioned in the document.
NBA chief executive Ashley Church says businesses there are disappointed, as there's obvious growth potential.
He says the decision was a deliberate politically contrived act and councillors representing other suburbs will be pleased money is being spent for development in their areas.
Mr Church says concern has already been raised by private developers that Newmarket won't be seen as a priority for infrastructure decisions.
He is urging businesses and retailers to make submissions on the draft plan, which close in four weeks.
