The new Police Commissioner says he is intent on getting rid of people that should not be working for the organisation.
Peter Marshall told Nine to Noon there is a need to address the problems highlighted in a PricewaterhouseCoopers report released in January which criticised senior police managers.
The report was produced for the State Services Commission, to track progress made since 2007 when the Commission of Inquiry into Police Conduct finished its work.
Peter Marshall says police culture is mostly positive, but there are pockets of people within the organisation that need to be "sorted out".
"We have to actually grasp the nettle in terms of the points raised by PricewaterhouseCoopers - there needs to be a reinforcement and that there must be consequences."
He says he will concentrate on establishing a connection between Police Headquarters and staff in police districts around the country.
Mr Marshall replaced Howard Broad, who retired last week.
