The Tertiary Education Commission says one of the country's 31 public tertiary institutions is a high financial risk, but it will not name it.
The commission has also classified five other institutions as at moderate risk.
Official documents show it expects things to get tougher for polytechnics next year.
But Tertiary Education Minister Steven Joyce says most institutions are in good shape and are preparing for 2011.
