The Dunedin City Council is reserving its decision on whether a harbourside redevelopment that local businesses oppose will go ahead.
But the plan change is not yet operational because the Otago Chamber of Commerce and five businesses have lodged appeals against it with the Environment Court.
Local businesses say complaints about noise and air discharges will force some to relocate, resulting in job losses.
A motion was filed by Councillor Dave Cull on Monday to withdraw most of the plan.
The council will make its decision public before the end of the week.
