A Dunedin City Council member is warning that the city will face tough financial times in the decades to come.
The council has been forced to defer two capital projects to reduce projected rates rises of 10.9% in the next few years.
Councillor Dave Cull says the city's new stadium is largely to blame for the projected rate rises.
The council has been told that it must upgrade water infrastructure at a cost of $1 billion over the next 50 years.
Mr Cull says the council is now in a bind, because councillors did not properly think through what it could afford.
