The Hawke's Bay Armed Offenders Squad executed a search warrant at an address on Kenny Road in Ahuriri shortly before 9am.
Police found a person, who officers said was the victim, a short distance away.
Police said two people were arrested, and a third person was arrested in Whakatu.
Three Napier men aged 23, 31 and 39 are jointly charged with kidnapping and wounding with intent to cause grievous bodily harm.
They are due to appear in Napier District Court on Monday.
The victim is being treated in hospital for serious injuries.
