A judicial review is under way at the High Court in Christchurch where the Christchurch City Council is defending a rent rise of 24% for its housing tenants.
The Council for Social Services says the city council did not follow the right process for its decision and therefore breached the Local Government Act.
The High Court will hear from the council's lawyers on Tuesday afternoon and will reserve its decision.
