A sexual offender who has been in prison for 10 years has been denied parole, after accepting he would pose a risk to community safety.
Tavita Tuetue, 53, was sentenced to preventive detention in 2000, for sexual offences against numerous women over a 16-year period.
He was given a minimum non-parole period of 10 years, which was up at the end of last month.
But parole was denied after he agreed with one of his victims, who believes he is a risk to community safety if he is released.
Tuetue is undertaking two rehabilitation programmes in prison and told the Parole Board that being in prison was the best thing for him.
He acknowledged he was leading a double life, which he was not facing up to.
The board will reassess the possibility of parole for Tuetue in about 12 months' time.
