Some businesses in the district of Rodney are facing rate rises of up to 400%.
The increases are based on three-yearly reviews by Quotable Value.
Seventy-one businesses will be hit by rises of more than 200%.
Mayor Penny Webster says land values have shot up because Rodney is one of the country's fastest-growing areas.
Ms Webster says rates are never fair, and that it is a problem successive governments have shied away from tackling.
