A Christchurch property developer says his building project would never have got the go-ahead without the Government's commitment to bring over a thousand public servants back to the central city.

The Minister of Canterbury Earthquake Recovery, Gerry Brownlee, on Monday announced that 1100 government staff members would based in three private central Christchurch buildings by the end of 2016.

Property developer Nick Hunt said it has been difficult to find tenants for central city buildings because so many firms have signed long-term leases elsewhere.

Mr Hunt said without the Government employees, he would have struggled to get financial backing for the project.

He said he expects the first tenants to move in at the end of 2015.
