Ministry of Education figures show the percentage of early childhood services with waiting lists is the lowest on record.
Last year, 45 percent of services had waiting lists, down from a high of 67 percent in 2008.
The figures show the number of early childhood services operating rose to 4292.
The ministry said that means fewer children are having to wait before starting early-childhood education, although the profitability of the services provided might be falling.
