The Governor-General, Sir Jerry Mateparae, has launched this year's award at Government House.
He says the time is right to give the award more significance and he doesn't want it to celebrate only military accomplishments.
Student Volunteer Army organiser Sam Johnson, who received the 2012 award, called on people to nominate others they feel deserve the award.
Nominations open on Monday with the final recipient to be decided by a panel chaired by Sir Jerry.
