Wellington City Council is considering a report on the possible restructuring of local councils in the region.
The report includes feedback from residents and shows more than half support changing the way local government is structured.
Change is most wanted by those on the Kapiti Coast and Wairarapa, while Lower Hutt and Upper Hutt residents are least supportive.
Wellington City residents prefer the option of a single-tier council in which one mayor and 29 councillors across the region make all local and regional decisions.
But the consensus beyond the city is for a two-tier council, made up of a mayor, councillors and local governing boards who share the decision making.
