At least 20 Whanganui parks and recreation spaces are included on a list of locations from which serial sex offender Stewart Murray Wilson is banned.
The 65-year-old was was released a week ago under orders to live in a house on grounds of Whanganui Prison.
Last week, the council lost a judicial review challenging the decision-making involved in choosing Whanganui as his release location.
Councillors Jack Bullock and Ray Stevens are compiling the list for the council to sign off and plan to hand the trespass notices to Wilson next week.
On the list is Queens Park, which includes the library, museum and art gallery. Lake Pauri near to where he is living is also included.
Mr Bullock says businesses are refusing to support the campaign and he respects the wishes of those who don't want anything to do with the move.
"But what we are also considering and what we can do, is we can actually put a trespass on Stewart Murray Wilson for the CBD area," he says.
Robert Scott from the Coffee Cart says he will not be signing any trespass notices and does not think Wilson will come into the city.
"He won't be coming by, because his trial conditions are such that he wouldn't want to come into town and he wouldn't probably be allowed to come into town to wander round the streets. You have to have a reason like going to the dentist.
"So I'm not expecting to serve him. But I probably serve people just like him every day, as most shopkeepers and retailers do."
