Local Government Minister David Carter has announced the make-up of a review team to help Kaipara District Council in Northland.
The council is facing a rates revolt after trying to impose rate rises of more than 100% to tackle an $80 million debt crisis following cost over-runs in a sewerage scheme at Mangawhai.
Mr Carter has appointed a team of three to advise the council including Greg Gent, a ratepayer who is a Ruawai farmer and a former director of Fonterra.
The others are: former Manukau City Council chief executive Leigh Auton and former New Plymouth Mayor Peter Tennent.
The review team will report to the minister in October.
